Does God Regret?

Scripture conflicts on whether God is capable of changing his mind or feeling regret.

Numbers 23:19

"God is not a man, that he should lie, or a son of man, that he should change his mind."

Exodus 32:14

"And the LORD regretted the disaster that he had spoken of bringing on his people."

Analysis

The text vacillates between a perfect, unchanging deity and an emotional, reactive deity who regrets his own decisions (also seen in Genesis 6:6 regarding the flood).
